Has he changed your password or done something like that?

If not, then I'm afraid you have to pay again for what you've already paid. (Or try asking Valve's support personnal... but that's not likely to help) :(

he did not change the password... dont worry im gonna give him the account..do u think the account will still work for my brother.. when he turn on the pc it automatically login....

You can't be both logged with same Steam account, when one of you login the other one will be auto logged out.

The only way to disable the account is when you try to do some harm on the client program.

Anyway a better answers to your questions maybe you can find in the forum of steampowered.com ;)
