Summer_Palace_b1 waypoints

Ok here is another nice filler map from blushing_bride (who also mapped Cathedral). Medium size, fast action, nice clean buildings.

Waypoints are ready to go beta as soon as I can do the formal testing. In the meanwhile the playable WIP is here.

The waypoints have gone to release. Not much changed mainly small cleanups. Balance is good. Intended for teams from 8-10 each but tested up to 12 on 12
