If the menu is not displayed for You, why are You thinking it's a bug, not some Your problem with the configuration? Follow the topic here and make sure You know what is a listenserver and what is a dedicated server.

Download the pb menu plugin instead.
 

Checklist of what you need to do to install podbot mm

Symptom: The pb menu command or = key does not work.

Check all these steps before installing the plugin. Red = Path of folder/file Gold=stuff to insert

- Install the Podbot Folder into the addons directory of your game server. IE: /cstrike/addons/podbot
- I edited the liblist.gam file located in /hlds_l/cstrike . Insert this.. gamedll_linux "addons/metamod/dlls/metamod_i386.so"
Caution, it may be already there.
- In /hlds_l/cstrike/addons/metamod folder the plugins.ini file has to have linux addons/podbot/podbot_mm_i386.so
Make absolutely sure, ask your game server admin if your on a linux or windows server and if its i386 or amd64.
- Edit the /hlds_l/cstrike/addons/podbot/podbot.cfg for...

- Edit autoexec.cfg on your pc in C:\Program Files\Steam\steamapps\yoursteamaccountname\counter-strike\cstrike

Restart Your server... at this point from my experience you should be able to see the bots maybe... most of the time they were not on the server.

Next download the plugin which is not supported by podbot's author. Someone else made it.

- Put the plugin file amxx_podbotmenu.amxx in your
/hlds_l/cstrike/addons/amxmodx/plugins folder

- Edit the file plugins.ini in your config folder. This is of course using Amxmodx
/hlds_l/cstrike/addons/amxmodx/configs
Insert only this amxx_podbotmenu.amxx on its own line
Restart your server.

Press the = sign in the game to activate the podbot menu
If its not working, more then likely you installed Podbot's folder into the wrong folder or its not compatible.

If You defined "=" ad "pb menu" (in Your bind above), after pressing "=" You are just calling "pb menu" command which has nothing with amxx_podbotmenu.amxx plugin. That one is using the command amx_pbmenu, so for that You need to make such bind for example:
"-" "amx_pbmenu"
The people have troubles with getting pb menu to work on dedicated servers if they don't know how they can get to work statsme menu, clanmodmenu, amxmodmenu etc. Those they are experienced with such stuff they don't have troubles with podbotmenu at all. Look at AMX X support forum how many times the people invoked the topic with the problem with amxmodmenu. It was explained there hundred times but the people still have problems with it. Why? They don't do exactly what they should. I did few times the support this way - I've asked at priva to send me the link where can I download from their addons (zipped) folder from DS and their config files from the clients PC. They were complaining they cannot get the podbotmenu to work. Everytime I looked there, they had something incorrectly written in their configs - so believe me - reading and doing exactly this what I wrote a lot of times is sufficient to get this strange menu working.

Well what can I say, up until I put the plugin in and binded it, the menu just didnt work, now it does. It just wont work without the plugin, I've removed it and i still dont get the menu. Only with the plugin does it work for me. Your instructions I can tell you right now are not very clear at all to anyone. They need steps not someone telling them their stupid and leaving them to a general direction. They didn't write it, how the hell should they know how to install it. Your the starting point, we just use it.

Try to do one step more. Remove the plugn like You had it before.
Find at Your client's PC in the main cstrike folder the file called config.cfg (or whatever it is called under linux - the file which contains all Your binds).

Add at the end of that file those lines:
bind "=" "pb menu"
setinfo "_pbadminpw" "your_password"

Make sure there is no other lines binding "=" in Your config.cfg.
Check if after joining the server it works.
Make sure You are the full access to amxmodmenu (to fully control AMX X).
From that what can see right now it looks like they are linux users they have troubles with podbotmenu. Check what You need to do to get the access to amxmodmenu on Your linux DS. Getting access to podbotmenu is similar but less complicated (in podbot mm there is no so many levels/flags to get the aceess to separate parts of AMX X).
