and how can i setup shrubbot with whale + fritz becouze the adminlvls doesn't work

No I can't.
Only Mal and the author(s) of Jaymod could make a combined mod for fritz and jaymod. Mal does not have the time, He does not have the Jaymod source code, and it appears unlikely that Jaymod will incorporate fritzbot.
