I would probably say the hardest bots would be EPB. e[POD] Bots...

I have not yet tested PodBot MM v3b10a at 100 Difficulty.

Podbot MM 3b10a is pretty hard, but I'm sure e[POD] Bot is much harder because its probably more raw code and headshot scripts. <- not saying that it's a bad thing.
