Is this what is supposed to happen?

When I install mean mod, all the terrorist bots stay at spawn, spin around, and shoot at the ground. The counter terrorist bots are fine though. Is this what is supposed to happen?

If this is not normal, how do I fix this? I think everything is installed correctly.
