Commands wont work

I can't add or remove bots in game or through HLSW. I've tried "addbot" "PB addbot" and none of it works. I've tried downloading the docs but the link is broken.

Show me how did You install podbot? Did You get first official release 2.1 (with all configs and waypoints file) and then You replaced only podbot_mm.dll by this one from R2B43 or You downloaded only this last one and You don't have WPTDefault directory in Your ...cstrike\addons\podbot directory ?

Downloaded full version then just the updates dll file. I have all the directorys and the bots work fine. I just can't get any console commands to work (ie "addbot").

bleh..
those are old docs there..
the commands now must have 'pb' infront.. so "pb addbot" or "pb fillserver"

still wont work in console, I have to use rcon for it to work and I don't want to give out rcon to all the people I want to have access to this. Should this work in console or not? If not I'll write my own controller mod.

yea well we're actually planning to make this stuff work without rcon access also make the podbotmenu work for admins on server... for now you'll have to find some other way like what you said..
