so confused, need help RB+MM

ok so i was playing realbot 1.0 with cs 1.5 and now i downloaded AMX mod and Metamod so i can play with stats and stuff, but i installed it all corectly, but when i type "meta list" it says no plugins are loaded, i have the plugin.ini right i belive, can anyone help me to get this problem fixed? im running windows, not linux....

is you liblist.gam updated
and maybe you metamod.dll is out of date when you use amx 0.99
