Guidlines for qualifying new bot developers
 

There's been some previous discussion on how to include new bot developers into BU, and I see that Whistler is asking if he may join as a bot developer.

After reading through all the discussions, I wrote up a set of quidlines to help decide if someone qualifies as a bot developer or not.

I'd like to have the "guidlines" finalized by the council so we may make it official and posted on the BU website.

Please comment so we can work it into a final document.

Nothing to say, except perhaps minor details I won't bother pointing out :)
