You have to create it: www.metamod.org.
Come back here if you have any other problem but all the answer are there, so rtfm! :)

Open an text editor (i.e. notepad) and write the above mentioned line into it. Then save the text as plugins.ini ... Very hard to figure out ;)

Well, your suppose to put in the directory right outside of the dll.
so if metamod is in cstrike\addons\metamod\dlls\
then plugins.ini is in
cstrike\addons\metamod\

izthawiz, be more precise! Post your liblist, and post what you wrote in the plugins.ini, and we'll be able to help you.

Your liblist needs the gamedll "addons\metamod\dlls\metamod.dll" as mentioned above.

\cstrike\addons\metamod\plugins.ini needs to exist (create it if it doesn't) and have this line (at least)win32 ../realbot/dll/realbot_mm.dll RealBot

Make sure your machine isn't hiding extentions (like txt or ini) because you might've named plugins.ini plugin.ini.txt which won't work.
