pb_maxbots doesn't work correctly
I had set pb_maxbots to 6 and minbots to 0 and had addet 4 pb addbot commands at the end of cfg file.
When there are no real human players, there are 4 bots - OK. But when a real player joins, one bot still gets kicked, no matter that pb_maxbots is set to 6!! Maybe there is a workaround to make this work? |

P.s.: your pb_minbots should be set to 4. |

There is no bug. Read the docs:

It would be a bug if it would work different way than is described. This what You want can be done by an external plugin for AMX X for example. Maybe othet bots program they are working the way You are used to, but it doesn't mean all bots are working the same. |
