Anyone can control bots

Hi. I've installed PodBot vV3B21 on my linux server:

Exe version 1.1.2.6/Stdio (cstrike)

Exe build: 10:55:14 Jul  9 2010 (5006)

The problem is, that ANY of players can write i.e pb fillserver in console, and bots are being added! What should i change to make then cotrolable only from server console?!
