Put them in to the \cstrike\ dir.
For Steam:
X:\Program Files\Valve\Steam\SteamApps\your_account\counter-strike\cstrike\
For WON CS 1.5:
X:\Sierra\Half-Life\cstrike\

So, do i need to delete the new titles.txt file after it's installed?

No. Just copy the new file over the old one.
